When your computer is on, the circuit boards get energized and have their own charge generated. The fan blows heated air out of your computer, and new air loaded with dust is drawn into your computer through its vents. The dust that has an opposite charge to the charged circuit boards will adhere to the the circuit boards, creating the dust blanket that heats the component.
