It probably is for vets receiving NSC pension, not SC compensation.

There are TWO "homebound's" which are often confused, even/ especially by VA employees:

1. Service connected "housebound" which means SMC S There are no income limits for service connected compensation. .

2. NSC "Housebound", (Pension) (SMP) which yes, limits the Veterans income to about the numbers you were discussing.

If any part of your "housebound" is NSC, then you will get the lesser of the two above, since the VA will not pay pension AND compensation. ITs the greater amount, but never both compensation AND pension.

The award of a NSC pension itself is means tested, once the pension is awarded, A&A is determined based on the actual need. Housebound can also be based on the actual need, however once the veteran is 65 he/she is considered housebound automatically.
