Windows 7 Cannot Shut Down Computer

ok I have checked the bios etc everything is good there even checked for an updated version of bios it is current. Still cannot power down by going through normal shut down procedures. Where I live there is nobody I trust enough to check this computer out, it is the wifes and has bank info etc on it. The only thing different than my computer is the hard drive is bigger otherwise identical. Have even opened the case and checked the power button to make sure it wasn't stuck. Naturally cleaned it out while open and checked all connections.

run msconfig on the Start line. Under boot, look for any program that your don't recognize. Some program is not allowing you to shut down. If this problem persists drop me a PM.
