Some older vets have volumes of paper, while other new vets are electronic. In my BVA Appeals decision, it mentions a "Veterans Virtual VA file". I never heard of that before. When did your husband serve? Do you have your husband's military records? Here is a link http://www.archives.gov/veterans/military-service-records/ Again, I must stress that everyone's file is different. After the VA lost my first FOIA request in 2010, I refilled it in 2011. I never received a my copy of my records, and had to go before the BVA hearing, without ever seeing what they had in my file. As I have mentioned here before many times, a veteran does not need to send the VA a FOIA request for their records. FOIAS are handled differently than Privacy Act requests. tHEY TAKE LONGER TO FULFIL
