Berta,

Thanks for getting in on this also. I do have one of my letters from 2008 when I submitted it and was denied. But on one of my letters it does say.."You were previously denied service connection for asthma. You were notified of the decision on October 2004". Not sure if that help anything.

There is so much we can only speculate about your claim in 2004 and your claim in 2014.  You may have a CUE, a request for reconsideration, and or an NOD.  Since your claim was just decided, you can file for either one but keep in mind that you have until May 2016 to file your NOD. You can post both decision here on hadit.com covering all personal information like Name, Address, SSN to get more advice.  IMHO, it make no sense in filling a claim that you are not sure about. It waste VA time and especially your time because of the time limitations with filing an NOD, and with a CUE claim, you must be specific of how VA created the CUE.  At this point you have a lot of research to do.  Make sure you review all your rating decisions and make sure you understand them and if you need help make sure you get the help you need.  It really boils down to what VA had in their possession and the evidence you submitted and the evidence they used or did not use in each rating.
