As long as 74% of BVA appeals are found to have been incorrectly processed and denied and nobody is being accountable for that number, then these statistics are meaningless anyway. I'd guess that just one part is the delay that the VARO's have had in getting an appeal "certified"before it's actually sent to the BVA. Currently, it seems that the VAROs are deleting quite a bit of detail from Ebennies when a transfer supposedly takes place.(Wonder why, and suspect that it reflects the way the VA is gerrymandering data.)
