VA Travel Mileage and the Deductible

Through the years I have never submitted a request for mileage reimbursement until today.  I was reading the write-up and it stated there was a $3 deductible each way but that the deductible may be waived based on the previous year's income or "if you are in receipt of a VA pension".  I have no idea what they mean by this?  I'm rated at 100% and obviously receive disability pay, but I had never thought of it as a "pension".  Any idea what they are talking about?

They mean actual pension, vs disability pay.

(I AM NOT A RATER- I work the claims BEFORE they are rated, annotating medical evidence in your records, VA and Legal documents,  and DA/DD forms- basically a paralegal/vso/etc except that I also evaluate your records based on Caluza and try to justify and schedule the exams that you go to based on whether or not your records have enough in them to warrant those)

They usually deduct the 3 dollars off your first trip to the VA during each month,  they determine the deduction as to how many miles you travel both ways,  the travel pay is 43.4 per mile both ways.  EVEN IF YOUR 100% SC THEY STILL HAVE THE FIRST TIME DEDUCTION ON THE FIRST VISIT PER MONTH. I AM NOT SURE IF YOUR BELOW THE 100%?WHAT THE DEDUCTION IS?

After that its just how many trips you make during the month for each trip it should be paid the 43.4 $$ per mile..Also they go by the closest VA MEDICAL FACILITY CLOSEST TO YOU  if you DON'T use  VAMC that is closest to your home and you use a VAMC Further  away from your home  even if you use the furthers away  they go by the closest VAMC.For Mileage count.

IF YOU FEEL SOMETHING IS NOT RIGHT WITH YOUR TRAVEL PAY, DON'T ARGUE WITH THE CLERK AT THE TRAVEL PAY WINDOW....GO SEE THE TRAVEL PAY DIRECTOR  THEIR USUALLY PRETTY NICE. if your unsure where the travel pay director office is  you can check with a va advocate or the hospital director   they all have luxury offices. or the VAMC Business office.
