I think you meant if you were advanced on the docket in the past, would you be advanced (on the docket) again?  

I dont think you get automatically advanced on the docket "based solely" on the fact you were advanced in the past.  

Situations change, and you may or may not still meet the criteria for an advance on the docket.  Apply (for an advance on the docket), if you qualify, again.

No, usually they will review it after it has wasted away in the que.  The one time I know they will advance it is if it is returning to the BVA.  Your case is old at this point and advances to where it was last time it was docketed or the front of the line.
