1 Moderator brokensoldier244th Posted August 3, 2021 Moderator Share Posted August 3, 2021 (edited) It means that you've had them for more than 5 yrs without a change (for the better) and that they are not subject to "requests for examination"- the usual exams after a condition has been rated and then you are called back in in a few years to follow up on them. Those exams are coded by computer and usually occur 2-3 years after an initial rating. Basically, a permanent rating for that condition and a higher threshold to meet before reducing, i.e. they likely won't ever come up on someone's radar again unless they are secondary with something else, primary and something is secondary TO them, you apply for an increase, a miracle, or fraud. In the first two examples they can pop up when we are looking at another disability for rating, increase, etc, because they are already co-mingled with them and if they have improved then that is usually evident in the medical notes. In the third, 'you' asked for it to be looked at again which can go either way depending on the strength of your medical notes and regularity of treatment (less treatment means less evidence for you to provide should there be a proposal to reduce). In other words, don't get your rating, drop off the face of the Earth, and then request an increase a few years from now with no treatment records.
