Submitting a FDC while at the same time needing to submit a review for an increase.

Question

I'm preparing to submit documentation for a fully developed claim for some gastrointestinal issues. I'm not worried about it as I have everything I need to get it approved. My last FDC took only 38 days.

At the same time, I need to submit paperwork requesting a HLR for a rating in which I received 0%. 

Would I be better off submitting both at the same time or should I do the FDC first and the HLR later?

They are 2 separate claims. The HLR is an 0995 supplemental claim, while the increase request can be filed on a standard 526EZ.

(I AM NOT A RATER- I work the claims BEFORE they are rated, annotating medical evidence in your records, VA and Legal documents,  and DA/DD forms- basically a paralegal/vso/etc except that I also evaluate your records based on Caluza and try to justify and schedule the exams that you go to based on whether or not your records have enough in them to warrant those)

Isn't an HLR not a supplemental claim? An HLR (Higher Level Review) is a only reviews documents at a higher level.

My question is are you under the one year mark to file an HLR. If so on an HLR you cannot add documation like you can with a Supramental Claim. HLR's is to have an higher level ratter look at what the lower level one missed in you docs.

Actually, they are two separate and different forms, a VA form 20-0995 is for filing a Supplemental review and the VA Form 20-0996 is for filing an HLR (HIGHER LEVE REVIEW). With a Supplemental claim you can add new evidence and with an HLR you cannot add any new evidence.

Thank you all. After getting feedback and doing research, I just submitted a fully developed claim and a different claim for a request for an increase. Thank you for all the feedback.

I’ll let you folks know how it went.
