  1. Might be living in Cebu...I have heard that they will pay for you to fly to the VA from Cebu, etc..on a yearly exam...any other information can you supply ?

    well they are getting tougher on this.. but yes they will for your yearley check up they will pay airfare and a set fee for lodgeing but you will spend the DAY there mostly waiting in this line and then that line... usually you are there 3 to 4 hours for blood work and pee in the cup etc... I have some advise for you as i live in cebu... read harry the horse april ... a chilling story about what happens if you get arrested here.... remember midnight express...

Well david i live here also... and they will give you NOTHING if they can get away with it... take chapter 35 here a full time student gets 440 dollars a month.. even though foreigner students have to pay double to attend and then there is a fee to stay here and another fee to be a student.. they do it because they can.. i was suppose to get a surgery in portland oregon before i moved here but they were short doctors or table time so they said take care of it when you get to the philippines well here they said... you dont need the surgery but if you want to go back to portland to get it that is up to you..

  3. Guys, lets look at this at face value. My opinion is that this " STATE " level benefit from Oregon is fantastic. Though the date should include 9/11, how many Veterans would truly be effected by this?? And from the state of Oregon? The civilian victims of people lost on 9/11 tragedy have been compensated. I think Oregon is taking a bold and rightful move by coming out with this law, God bless them. I am sorry to hear that the law will not cover all disabled Veterans, our government should include us all.

    I wish my state and others would follow. These will benefit so many Veterans. My opinion is that this is better than nothing.

    I lived in Oregon and although I don’t live there NOW I still find this as just a way to get votes I think they are thinking hey it wont cost us much and all the vets will think we are hero's even if we excluded them.... When is one vets life worth LESS then another is what I ask... I can not benefit at all but I still find it to be a slap in the face to the children in Oregon who could use the benefit but find THEIR father or mother did not die during the politically correct time frame...

  4. I found champa to be very hard to work with when it comes to paperwork.. MY daughter went to a school accredited in many courses but the school never applied to be accredited in nursing so they would NOT pay for her schooling till we got the school accredited in this subject... and that took almost one year so she lost out on almost one year of money... the school has to lead to a degree and be accredited with the Champa VA

  5. OREGON DEPENDENT TUITION WAIVER: On 31 MAR 08 Oregon dependents of

    U.S. veterans killed or disabled since Sept. 11, 2001, in connection

    with military duty became eligible for a full tuition waiver to attend any

    of the state's seven public universities. The waiver applies to all

    spouses who have not remarried and all children 23 and younger,

    including adopted children or stepchildren. In their recent session the Oregon

    legislature approved the free tuition benefit. It is available to the

    children or spouses of military service men and women who died in

    active duty, who became 100% disabled or who died as a result of a

    disability resulting from active duty after Sept. 11, 2001.///////////////////////////////////////////////////////////////////////////////

    It seems to me they are saying if you died or became disabled AFTER sept 11 you can have these benefits but before sept 11 ... dont count..??????

  6. i applied for disability for ptsd in 2004 and was awarded 50 % .

    my ptsd seemed to get worse so i tryed to get into bay pines in treatment stp but after speaking with a phd she informed me i might be too messed up at that point in time (my gaf was 28) and i should reallpy in a month or so.

    i got my congressman involved and low and behold , a few doors opened.

    so i spent a long weekend on the flight deck and asked for an increase in my disability , well bingo i got 100%.

    its turned into the sword of damaclese because i am slated for a review in 2009 and if after finally being able to pay my bills it could be taken away.

    btw i also ended up with copd, congestive heart failure and heart irregularity beating non service (though i think its from the stress)

    what do i need to do to get it changed to t and p

    PT means very little to the VA ... they will still re exam you if they want to the way i got PT was after 5 years of no changes it was granted of course i had to ask for it.. if you want to keep your rating forever or till its time to check out .. Keep going to the meetings forever. I see a doctor 2 times a month and when i get these re eval letters i send in my doctors report so far its been fine.. they the VA just wants to be sure you did not self cure yourself...

  7. So should we ask for everything that we can think of before this goes into law. I don't think many could afford to have Social Security offset.

    I think that no matter how high you can send your rating they will just say.. your VA is this and your SS is this we will take the amount of ss you get from your VA and if your already 100% PT there is no where else to go , a rip off for sure..

  8. There will be two classes of veterans those frozen in the old or grandfathered as long as they don't ask for anything else and those who take their chances with the new. The bottom line is that Uncle Sam will pay a lot less and that is all the whole thing is about. Our lovely Congress and current President hate paying for War.

    i think the statement that IF A VET APPLIES FOR ANYTHING HE WILL BE PUT IN THE NEW SYSTEM SUBJECT TO RE EVAL.. They just want the claims to stop from all of us old timers who as we get older find ourselves in worst physical shape with our SC illness

    As a disabled veteran and your voting constituent, I find the changes

    that are being proposed to directly affect me and my family and we

    strongly urge you to NOT allow this bill to pass .I am most concerned

    with

    the provisions of Senator Burr's America's Wounded Warrior Act (S 2674)

    and Representative Buyer's Nobel Warrior Act (HR 5509), which would

    drastically change the disability compensation system for America's

    veterans. These bills are loosely based on the recommendations of the

    President's Commission on Care for America's Wounded Warriors

    (Dole/Shalala Commission), but the specifics of these bills would do

    great

    harm to these veterans in the following ways:

    * Offset VA Disability Compensation by Social Security when the veteran

    ages 65.

    * Apply to all currently discharging veterans AND any veteran under

    VA's

    current compensation system who files a subsequent claim for additional

    benefits.

    * Once under the new system the veteran cannot return to the current

    system.

    * Protection for ratings in effect for 10 or more years would no longer

    apply.

    * Would require the VA Secretary to examine or consider:

    (a) "the extent to which disability compensation may be used as an

    incentive to undergo treatment"

    (:) "the appropriate injuries to be covered under the new disability

    rating system"

    © "age" as a determining factor when considering average loss of

    earnings capacity.

    * Amends the law to provide the Secretary with authority to adopt and

    apply a rating schedule for "specific injuries." This provision would

    expressly limit VA authority over the Rating Schedule and places the

    authority in the hands of Congress. If the Congress can not correct

    the

    Sustained Growth Rate formula of Medicare Law how can we expect the

    Congress to do any better with the much more complex Disability Rating

    Schedule?

    * Provides for a quality of life payment, but only for those enrolled

    in

    the "new" compensation system.

    * Allows or suggests: That VA "may take into account the effect on

    potential future earnings caused by the age of the veteran at the time

    a

    disability rating is assigned." This provision would allow VA to

    compensate an older veteran at a lower percentage of disability than a

    younger veteran for the exact same disease or injury. Is this not age

    discrimination?

    * Provides that

    (a) "as frequently as [the VA] considers it appropriate, [the VA]

    must

    reevaluate and ... adjust the disability rating for any veteran

    receiving

    compensation;"

    (:rolleyes: the VA "must ... take into account any adjustments in the rating

    schedule that occurred since the last assignment of a rating;"

    © The frequency of reevaluations would be determined by an

    examining

    physician. This places physicians back in the rating business, allows

    for

    frequent "adjustments" to a veteran's rating based on perceived

    improvement, and further allows reductions based on a change in the

    rating

    criteria even when no improvement in the disability is shown.

    For these reasons, among others, I strongly urge you to oppose

    S2674/HR5509 and any other legislation which is detrimental to and/or

    discriminatory against this nation's veterans.

    We are haveing quite a problem here and nobody with the Va 1-800 number can answer or offer any help so far.

    My son checks have been lost or missing now since the first of Feb [ 2 checks now and the retro check] And today his check didn't arrive again.

    Va said they sent them out on the first of Feb to this [ my address] we have called even to Austin Tx. They couldn't tell us anything either. We have checked to make sure they have the correct address and Zip. All is correct.

    The Va was surposed to have put a tracer on this over a week ago. They even gave us a confirmation # for the Tracer. Found out today no tracer has been put on the missing checks.

    We keep getting the run around from everyone at the VA we have contacted. I'm beginning to wonder if they have even mailed them out .

    The post office told us to call the Department of the Treasury, Financial Management Office in Philadelphia. So we called the Va 800 # again and ask for that Number and they said they don't have it.

    I'm ready to pull my hair out!! Does anyone have the number in Philly??

    we had the same problem with two Chapter 35 school checks.. lost or i should say stolen ,,, there is a form you need to fill out to send to treasury but they do not give out the form you have to go GET it i went to the VA in Manila Philippines and got the form and its better you bring the student as they wanted my daughter to sign something before they would even give the form .. i guess to compare handwriting in case the check shows up as cashed... We sent the form in 30 days ago and we are still waiting.. the form was very short and asked the person who the checks are written to for a handwriting sample.. hope this helps

  11. First off, thanks for all your comments and concerns. Without a doubt, my expression is not by any means that I am giving up, but makes me a better man and stronger to fight the system.

    I know there are others that have it or going through worst than I am. Combat Veterans from other and older conflicts who suffered and did not received anything had it even worst. Those are my true heroes.

    My GAF score is 44. Yes, I do have a job, my 4th in 3 years ( and probaly soon to be out the door ). The new Alex has no personality, a bad drinking problem, can't sleep, bad memory, anxiety attacks, etc. I am truly not the same person as before.

    It is a mental disorder.

    Point is, if you are alive, the VA figures that you are good to go.

    I will work on my NOD this weekend.

    I just wanted to vent today. I am keeping my head up tall and proud.

    the problem with these exams is .... we as men and women willing to go to war go out of our way to NOT show any weakness or pain... many a vet has been cheated becase they went to exam and put on a great front ... letting the exam people know that big boys and girls dont cry... in this case they will use that against you....when you have an exam its ok to be a mess to not be sure what your doing, to not make any sence... tell them like you tell us... dont be thinking they will look down on you like your weak.. dont even care what they think they dont walk in your shoes..

  12. Thanks for the info guys.... so Ricky... my SS and any income goes in my gross income slot...and my daughter SS child benefit and any other income goes into childs other? My daughter also has a small trust fund i set up when she was 12 so the interest in her trust fund goes into there also.. ??? Thnaks robert51

So i know the VA comp we get is NOT taxed but on a retrune you have to tell the SS you received, and any interest but what about the amount you get for children .. i have a 19 year old who received a payment from SS last year in his name.. and a daughter who received SS funds as she is 17 do i include their SS on my tax form as they live with me?

  14. i have gotten these re views from both the VA and SS...when i got my first VA one (2005)i was in the middle of SS so i sent that medical and now i see a shrink 2 times a month and once a year she writes a report for me ,,, i call this report my insurance ... i just turned my 2007 report into the va and SS and i think as long as i get these reports i will be fine... i think you need to go to meetings or something thru the VA at least once a month maybe for ever to keep the lion at bay... The first review i got from the va they assumed i was NO longer getting care becasue i was not using VA ... so they blindsided me with a lets review you .. but i had in hand my doctors report and beat them to the punch.. i have heard to keep your rating you will need to always assum they will try to say ... ha your not going to doctor you must be cured..

  15. want strange letters... i got one from SS... Dear sir you daughter mia has been awarded childrens benefits so on and so on ... starting aug 07 you will receive 662 per month so on and so on... But we are holding payments from 08/04 thru 08/07 and we will send you a letter to explain this ... this letter came in august of 07 and so far no letter ... i have called many times and get the same ans... Well we are not sure maybe they just need more time to work on this award... i have a theory ... i was awarded custody of my two children when they were 1 and 3 years old and they are now 17 and 19 but the youngest my daughter stayed with her grandmother for 3 years and i paid 500 plus a month support back in 92 thru 96 i found out not to long ago she applied to the state and told them she did not know where i was so she collected my $$$ and their money... she has sience confessed to the state that i sent her money all along... so i am thinking maybe the reason my son who has always been with me received his SS but my daughter did not was the state is trying to rip me off... for the money the grandmother colleced from the state while getting my support which by the way was in Check.... anyone have this happen to them

  17. Sorry Josaphine this wasn't a C and P exam, this is my VA primary care shrink. I will make a appointment with a patients advocate tomorrow to try and change this. I have my C and P exam next week for my ED claim, we'll see how that goes. Does anyone know how much a IMO would cost me, without insurance. My laywer said it would be a good idea to get a IMO also, because its outside the VA. I didn't look into it yet, but if anyone knows the price roughly please let me know, without insurance paying cash? thanks everyone for all the help and support and all the best to each of you! :)

    i paid only 970 dollars and it included a few written test and report look for the small office a imo is a imo ...

  18. iDon’t know if anything I will say will help you... I am 70% PTSD IU and PT and in regards to my life ... I have been married 4 times... I have two children and I try hard to be a parent to them but have to watch so called happy families to show me what to do... I tend to spend lots of time alone and really like it... i will go to a movie i have already seen just to be alone ... i have no friends only casual aquaintances ..I don’t go to cemetery’s for anyone for any reason... i think everyone will die some day its only a matter of time...my anger goes 0 to 1000 in a flash... when i am in a bad mood i lock myself in my room... i have lock on my bedroom to keep me in at night so i dont accidently run into a family memeber roaming around in the dark.. I am easy to get road rage... I sometimes forget what year it is especially when I wake up. I secretly am not sure I know what love really is... Sometimes I dream someone I know is killed and I get pay back slowly... hope this helps this is just me and we are all prisoners in our own minds...

    DEPARTMENT OF DEFENSE ISSUES NEW IDENTIFICATION CARDS

    The DD Form 2765, "Department of Defense/Uniformed Services Identification and Privilege Card," will be issued to sponsors, other than members of the military Services, who because of their current or previous association with the military Services, are entitled to Uniformed Services benefits and privileges. These individuals include Medal of Honor recipients and honorably discharged veterans rated by the Veterans Administration as 100 percent disabled from a Service-connected injury.

    *Spouses/Dependents of 100% disabled veterans are issued DD Form 1173

    AUTHORITY: DoD Instruction 1000.13, December 5, 1997

    Yes she did get her Champa VA a few years ago and I just found in an old pile of stuff MY VA authorization for a card dated 2003... I will give that along with the Fast letter and see what happens... also as I go to see a doctor 2 times a month and have for years.. every year I get the doctor to fill out one of the SS forms asking the doctor to say GOOD , Fair ,, OR Poor and its about 4 pages long I now have three of these forms for each of the last 3 years .. I used the first one to get SSD as this doctor is a IMO.. The form list about 30 questions and I have been graded 28 poor and 2 fair... i wonder if i should apply for a straight 100% i am already 70 IU PT for 4 years now.. And I can use the doctors SS form as evidence for an increase is it advisable?

  20. Please understand that we are not VA, we are separate organizations. DOD ID cards falls under the DOD, specifically DMDC. In the Philippines, we fall under DMDC Korea. My guess is that they want to view your record and paperwork in order to see the justification for you having an ID card, but again, that's just my guess.

    My understanding is that DMDC Korea has denied benefits to DAVs below 100% due to their interpretation of the regulation (AFI 36-3026). Beyond that I really can't say. If you'd like to send me your SSN you can call me at 524.2227 on Tuesday or Thursday between 8am and 3pm. Thanks.

  21. Well just to let everyone know what has happened sence i sent the letter to the DEERS people .... Short version ... Deers here in Philippines is offering to get ID card for vet or family but they have to be 100% NO IU allowed.. i sent them a copy of letter i got from wings.. well after a few back and forth e mails i send to him he fowards to Korea he finally wrote back and said .... HIS boss now wants to know my SSN ... i said i will give you my file number and that is all... and if your boss feels i am not entitled to this benefit please let me know as i am confused and want to get this id for my wife so please state the reason i am not entitled to receive an ID .. thank you

  22. SP4's do not make law, regulations or rules. This is something that he has been told by his "platoon leader/sgt. Just simply simply go back with the proper documentation, your award letter/appropriate RO issued letter, and a copy of the Fast letter. Give it to him and I assure you he will go to his platoon leader/sgt. Don't beat him up!!!!!! It is probably just a case of the admin office not having updated information. Now you have the opportunity to fix the problem peacefully. If you go in like a bull then the next vet showing up at the office will be treated/serviced based upon the taste you leave in their mouths. I assure you the SP4 and everyone else in the office could care less if you are issued an ID Card. Wings has given you the info needed to rectify the problem - use it and remember they are not the VA!!!!! So cut them some slack and use this situation as a training opportunity.

    Yes I know SP-4 is way low on the totem pole... In my case though he is reprehensive for all the VETS in the Philippines for this ID issue procedure... so i am trying to change the course for the other guys here in the Philippines. There are about 3000 members of the RAO alone and at least another 5 to 8 thousand vets I am sure I am not the only one between a rock and a hard place... I think he will forward the info to his boss and then I hope I will be allowed to get the ID for the wife and kids...

    SUBJ: Commissary and Exchange Privilege Letters

    The purpose of this letter is to advise regional offices that there has been no change in Department of Defense (DoD) or VA policy regarding commissary and exchange privileges for veterans rated 100% for individual unemployability (IU).

    On May 10, 2000, Fast Letter 00-37 transmitted a ruling by DoD’s General Counsel that clarified the issue of commissary privileges for veterans rated 100% disabled due to IU. The ruling was the result of an apparent conflict between M27-1, Part I, Para. 3.08b(2), and a Department of Defense July 11, 1998, order that prohibited commissary and exchange privileges to those veterans.

    DoD instructed its facilities that “honorably discharged veterans determined by the VA to have a service-connected disability of no less than 60%, but rated 100% disabled based on individual unemployability are entitled to MWR, Commissary and Exchange privileges.” This instruction is still in effect. M21-1, Part VII, Para 5.08b is still in effect except for the references to VLET, which PCGL letters have replaced.

    In issuing letters for commissary and exchange privilege purposes, regional offices must use one of the three PCGL AB3 letters. They are: Future Exam Scheduled, No Future Exam Scheduled, and To Surviving Spouse. Do not use any other letters, and do not include any reference to an IU rating in the PCGL letters.
