You have to work your claim and be sure that VA has the evidence that it needs. Many times claims gather dust while the VA waits for evidence it already has. When filling out a claim think about who to put down for treatment. For instance a childhood Doc that never really treated you for anything except to give shots you might not list. The reason is many Docs do not keep records indefinitely and if the VA is waiting for something they can't get your claim will languish.
Good Luck I have a feeling you will get a positive result this time.
How can i ask VA to rate my claim? It has been in Pending for Decision phase since Sep 2011.

I have dealt with Pittsburgh office since Jul 2011; they try very hard to answer questions. IMO...they have limited access to information. I would really like to know; "why my claim is in Preparation for Decision phase since Sep 2011?"

I submitted my claim in December 2, 2010, initial claim for compensation for multiple contentions to include sleep apnea, lower back condition and diabetes with the Pittsburgh Regional Office (RO), foreign claims team. In Jun 2011, I completed my C&P exam for Joints only. And currently my claim is in the Preparation for Decision phase since September 22, 2011.
My questions; "should i contact a Service Officer to represent me at this stage?" Or should I continue to wait?
I'm living and working in Germany for the U.S. Army; retired in 2003 with 24yrs.

Can you please give me an estimate of what you think I will receive as for as Compensation.
1. GERD (polyps removed from stomach) I take Nexium.
2. ED (Cialis)
3. OAB (over active bladder) take Vesicare
4. Hemmorroids
5. Enlarge Prostate (polyps removed)
6. Skin disorder (feet and face)
7. Testalgia (must receive shots in testicles once every three months)
8. SCARS from surgery
9. Lower Back (bulging disks at 3 levels, disectomy) (I take Exalgo)
10. Hips (do to back problems) take Pennsaid)
11. Knees (do to back) take pennsaid
12. Osteoritis (of all joints) diagnosed by a doctor
13. Sleep Apnea w/ CPAP (diagnosed)
14. Depression (do to pain)
15. I wear a Back Brace and tens Unit.
16. Insomnia (take sleeping pills) Lunesta
All diagnoses are and were service connected by a military doctor and they are well documented.
