The presumptive is for currently serving, or recently discharged (like, a few weeks after discharge) veterans. This regulation change doesn't affect anything with other veterans or the process of filing for a claim for them. You would have to establish how the Covid and an SC were connected, just like a normal claim.

Thanks everyone, I finally broke down and paid $85 each for my wife and myself. I filled out the application, chose a Staples near my home as a walk in. (appt were 2 months out). Two days later I walked into Staples and three days after that my wife and I got our KTN (known traveler numbers) via email. Also, took us both to a local Army base with my commissary letter and got our CAC cards. Incidentally, as previously mentioned, they are good for 5 years, then you have to reapply.

This needs to be put into Claim Research forum
It is just a 'proposal" and would have to formally be put into the Federal Register if this goes far enough to cause amendments to 38 USC and 38 CFR, M21-1MR etc.
If it gets that far every single person here and nationwide, vets or others, will have a chance to make public comment on it in the Fed Reg.
If I had a vet rep I would revoke them today and ask AMVETS to hold my POA. But I think MANY claimants are thinking about doing the same thing and AMVETS would be overwhelmed......a different type of 'backlog'.......but the Big 6 -the other orgs- their NSos and vet reps might have to find out where their state unemployment office is .

Thank YOU VietnamVetSis for looking out for your brother. As Berta has already noted, if he is not employed or employed making less than 12k (approx. Federal poverty level) he may be eligible for IU. If he hasn't worked in a while they might even award him 100% TPIU (Total & Permanent & Individual Unemployable).
DMII as you know can cause anything from minor to devastating secondary issues. Keep after him to maintain those sugar levels... you both have suffered enough already!
