If the emphasis is placed on "GETTING IT RIGHT THE FIRST TIME" I bet both numbers would decrease. It might take a little bit longer to get a case completed, say 14 months or so, but, if the VSO and the rest of the team were penalized for having to do the same case over, or after filing and appeal you see where the last crew made mistakes, and that crew were penalized, you would see a drastic change in both numbers.
