Yes it is but there is a catch.

It must be found within the first post service year and the readings have to be compensable. Top number 160 or more, bottom 100 or higher.

That is exactly why they denied me last year I separated in '99. They said I had not made the claim within a year and my medical record did not say I had hypertension. I was told when I was in service that I was borderline hypertensive and I needed to quit smoking most of my numbers were in the 150's and high 90's.
