If the C&P was done by QTC you have to get it at the VARO. I've only had two QTC exams, but had to sign for them. If they are not in the computer yet, they will mail them to you. Either or,,,,,I believe it always requires a signature and I presented my ID. Also my last QTC exam was Nov1, 2011. Va didn't receive it until Dec. 5, 2011. Receipt was on ebenefits.
