Question

After 15 months of zero movement on an initial claim the VA has sent me a 2nd VA form 21-4138 and 21-4142, and a VCAA Notice Response. They are asking for me to send them more information on one of my issues (bulged C-4, C-5, and C-7).

They say they need evidence that it existed from my military service. This is the single issue that I only seen military doctors for and do not have a copy of my service records to prove it. I seen civilian Doctors for the rest of my issues and had these records and sent them in with the claim.

So I guess my question is what should I do? Just send it back in stating I have no evidence that it should be in my service treatment records. Does this mean there actively working my case?

The "30 day" letter is normal. They are giving you a chance to submit additional evidence, if you have it. Just send in the ROI's and sign the 30 day letter and dont fret.

Its actually good news that they are making progress on your claim.
