Va Form 21-686C Dependent Status

I hope this is the correct place to post these three questions.

1. How long does it take to get Dependent Status to be added to the Claim. I filed form 21-686c on July 23, 2012 and have not heard anything?

2. How do I know if they have received the filed form 21-686c?

3. Is there a phone number you can call to be sure?

Other Facts to Share with the Forum that might help others:

First filed for CAD in Oct 2010 and Waived military retirement for VA disabilty.

Signed up for Fast Track. No action on my claim so I called them in Feb 2012 in an attempt to get it moving.

Approved for 10% CAD for Agent Orange in March 2012, approved back to August 2010. Got first check from VA in April 2012 .

Had C&P exam at VA in April 2012.

Approved for 30% CAD for Agent Orange in July 2012 back to August 2010 and got increase in VA check in August 2012

Approved for CRSC in late August 2012 back to September 1, 2010, receive first monthly check from CRSC on Oct 1, 2012.

Called CRSC today and advised will receive check from CRSC in about two weeks and from VA Audit in about 60 days for back pay to 2010.

I was advised by the VA that my other claims for ailments not on AO list was just sent forward two weeks ago. My guess they will be disaaproved since not connected to AO and unable to obtain any military records. We will see.

I did all of this on my own except for asking some questions on this forum and doing some reading. I thank all of you for your help.

A person's opinion that the current president, who hired the current VA secretary, Should fire said secretary, who has allowed backlogs to increase in all significant measured VA data points, is a Political Statement?????

I believe you yourself made comments earlier in this thread that were much closer to voicing a political opinion.

Now for something more relevant to the original thread.

One of VA changes to M21-1MR last February Was to include some new language that instructed regional offices to keep dependents on awards that are over 18 if the VA has received notification of intent to continue school (this is the first time I have seen text in M21-1MR in red). In February 2012 VA signed for a packet that included my sons letter indicating his graduation date from high school, his college acceptance letter, the receipt for his advance enrollment, and his draft schedule and the dates of his orientation program. When I submitted his paperwork (school attendance forms) that October I completed lines for his high school and his college. They still dropped him from the award June 1st, told me I had to refile or I could appeal the decision (yep he would be out of school before a decision). I have made multiple inquiries pointing out they acted contrary to proceedure/regulation. each and every time the response is "we have a large number of claims....your expected completion is 12/31/2012 - April 27, 2013.

How do we get the VA to even follow the rules they wrote??

Plain and simple My VARO could care less about the rules, and VA central could care less that Detroit VARO isn't following them. Why address the performance issues when we can have our PR machine talk about new programs and the latest conference that a VA employee with a six figure salary attended.
