A couple weeks ago I submitted a claim to the VA via Certified Mail Return Receipt. I got the Certified green card back showing the VA received the claim. I have never received a letter from VA acknowledging receipt of my claim and the claim does not appear in EBenifits. My question is who at the VA do I send an inquiry as to why I did not receive a VA letter of acknowledgement and why my claim is not shown in EBenifits?

Well if it was sent in May then I'd do IRIS inquiry at least. https://iris.custhelp.com/app/ask That green card is the start of a paper trail that needs to continue throughout your claim.
