With a few exceptions, there are laws and regs in place that severly limit the personal liability of government workers. The government assumes the responsibility, and then uses whatever it can to get out of the liability.

I'm well aware of this, because I worked under contract to a division of DOD for a couple of decades. The GS employee that sat next to me was protected, I was not, and we were often engaged in similar tasks and responsibilities.

(What that ment was that if something was questionable, I either handed it off, or got a GS/GM manager to sign on the line, thus transferring the liability.
