The government assumes the responsibility, and then uses whatever it can to get out of the liability. I'm well aware of this, because I worked under contract to a division of DOD for a couple of decades. The GS employee that sat next to me was protected, I was not, and we were often engaged in similar tasks and responsibilities. (What that ment was that if something was questionable, I either handed it off, or got a GS/GM manager to sign on the line, thus transferring the liability.
