Here is just a heads up if you plan on emailing Mr. Ebert anymore.
Ted Ebert "I’ve assumed new duties and responsibilities in the Department of Veterans Affairs – your future inquiries will be handled by the Office of Communication and Case Management, Department of Veterans Affairs, Washington DC."

I was thinking about that today and was looking in my old emails from Ted. And his last is when he said my claim was with the office of case management so I googled the phone number. Called three times until I got through and explained my problem with my claim and two hours later it was solved and my appeal is moving. Give it a try they seem to be helpful for my appeal and have read they have helped others.
