I guess the real question is can/should one influence a decision before it's finalized, and try and avoid appeal/NOD.

You can usually get the results of medical tests/visits from MyHealthVet under the "Blue Button" download. I get my weekly psych notes this way so that I have them. I just download them as a PDF and then save them in a file.

VSOs for example can see tentative decisions 48 hours before they are finalized.
