Unless the penis is deformed or missing half of it I think they have a 10% 20% 30% rating depending on what code they use for the deformity? Thus, if he did get a VARO decision which awarded 0 percent for ED, but he was NOT awarded SMC K, then I suggested a timely appeal, disputing the "non award" of SMC K.
