Question

  On  Sep 15, 2015, VA denied 3 medical conditions that were secondary conditions to Diabetes Mellitus:  1.  Artery & vein conditions (Vascular diseases including varicose veins). 2  Heart conditions (including ischemic & non-ischemic heart disease arrhythmias, vascular disease and cardiac surgery). 3. Hypertension.  I did not appeal in time but now all 3 conditions are worse.  Can I again file as secondary conditions or file as a REOPENED CLAIM” showing new evidence?  I know I have been asking a lot of questions regarding this matter but this one may be one of my last questions.

You exceeded the appeal period, but you can submit new evidence under 38 cfr 3.156 c. 

But...

   If you were denied SC, then the condition getting worse wont help.  You need to address the reasons for denial.  What did the decision say for reasons for denial?  Do you have the caluza elements?

    Go ahead and file again.
