So I may answer my own question here and I think I am correct.

When a remand is sent from the RO back to the BVA is that the RO suggesting what to do?  I thought once they put that on their then it was implemented, but it makes sense this would be for the judge to look at.

If so then I understand why I am not at 100% yet.  

The judge approved the % today and also sent the date back to 2013 which would be correct.

That is my issue and Bronco is right as we should not believe Ebenefits, but every time it has changed there in the past it has changed the percentage.  So I mislead myself by believing they had applied the 60% as they were still denying my ptsd increase.  

The judge just sent his ruling back to the RO to be applied with the correct EED.  So now it is just wait until they apply the 60% rating.

In my opinion they should have granted the parts they agreed with from the BVA and only send back the parts they did not like. I will never understand why they can't treat vets with respect and give them what they have earned!!!!!
