PTSD diagnosis changed at C&P exam

Question

I am helping a coworker out with his claim for PTSD. He is an Iraq war veteran and was initialy diagnosed by a VA Psychiatrist with having PTSD so he filed a disability claim for it. When he went to his C&P exam the examiner opined that he had a personality disorder and not PTSD and was denied. His VSO hasn't given him any worthwhile advice on how to proceed. He is approaching his one year deadline to file for an appeal, he has about a month left.
Question:
1. Is it too late to request a new C&P exam?
2. Can he claim a CUE due to the differing diagnoses?
3. Should he file the appeal then try to get an independant diagnoses to back up his original VA diagnoses of PTSD?

4. What would be needed to get a new C&P exam?

Yes he needs to file an appeal.  So a few questions first.  Is he service connected for any disability?  

Was he diagnosed by a VA doctor?  If not you are spinning your wheels as it has to be a VA doctor to give this diagnosis.  

For a CUE we would need to see the denial minus any personal information.

Like I said above only the VA can diagnose PTSD, but once they give the diagnosis you can for sure get an IMO to show how bad it is.

It probably will be a new C&P.

Does he go to the VA for his medical needs?

Has he complained to the contractor who employs the C & P doctor? The contact info for LHI ,VES, and QTC is here under a search.

Has he complained to the VA about the C & P exam?

Has he googled the C & P doctor's credentials?

Does he have a copy of th C & P exam?

Does he have provable stressors or the CAR ,PH, or CIB on his DD214?

He does not have much time left ,so he needs to start complaining right away.

There is a lot missing from this----- why did he go to a VA psychiatrist?

Has he had treatments records, and/or meds for PTSD since the PTSD diagnosis?

Was he ever given the MMPI test?

Was the C & P doctor aware of that diagnosis in his VA medical records?

There are pages to a search of the contractor phone numbers here-I cant find them but 

All he has to do is google the contractor who employed the C & P examiner to get their number.

He could also file an IRIS complaint- IRIS complaints have a pop down box, and they go to VACO as well as to the VARO.

He might have told the VA psychiatrist a different stressor than what he might have told the C & P examiner.Anything like that might cause a C & P doctor to question a diagnosis.

I would file an appeal today, your running out of time or you may have to start this claim all over.  

Is there a reason why he has not Appeal this? sooner?

my best advise is like Shrekthetank1 mention

File the Appeal  ASAP.

In case you don't know the correct appeal form to use  try

 VA Form 21-0958

you can get a PDF off the internet and fill it out  use dark ink or type it.

print clearly...I recommend to type it out...so the VBMS can read and copy it good to be placed in your C-file at a later date.

as I understand it  he has been diagnose by a VA Phyistrist
