Secondary Service Connection question

If a statement in the DECISION section of a Rating Decision lists "service connection", does this also cover a "secondary service connection"?

If so, where is this addressed in the VA regulations?

If you were at a ratable level and diagnosed with the same disability in 2010, and VA had the evidence at that time for an award, you have what appears to be the Basis for a  CUE claim on the past denial, and that would recover more retro but we need to see the denial of 2010- cover your C file # and name prior to scanning and attaching it here.Include the evidence list too.

It is a weather problem, ( I am in a cloud) Deedub might have a basis for CUE.
