"Somebody" made a decision to call a doctor.  I dont know who you saw that did that, but its all a judgement call.  the people who treated you probably felt this was "out of their league" and called a doctor.  Its almost always better to call, than to not call the doc.  For one thing, a doctor can order xrays, and most of those techs cant.

A TRAINEE IS NOT ALLOWED TO DO ANY TYPE OF MEDICAL PROCEDURE  THAT HAS  TO COME FROM A QUALILFIED     Dr.

As bad as they hurt I would not let a trainee put it back in place  they could break your back or arm or something worse.
