Had a C&P exam in January and according to him knee was exhibiting swelling and stiffness. Very visible. Wants to go to the BVA due to previous denials at regional office. Is a waiting copy of C&P exam. He is betting C&P reflects status of knee at exam. Does the BVA determine rating increases solely from C&P exam? If he is right on the outcome, I'd get an IMO with specific findings on extension, etc. from a specialist. I would then submit a supplemental claim with the new evidence.
