What is this private company doing reviewing vets' medical records?

URL below is to a job posting for apparently someone off the street with only an HS diploma to review vet medical records.  Name of company is Maxim Healthcare Services based in Philadelphia.  Is this something new?  Why is this being allowed?  I was under the assumption that vet cases are handled by trained doctors and psychologists at a minimum.

The jobis an administrative position, reviewing requirements against what is avail  in evidence provided. Not all VA employees have a medical degree or are remotely qualified to make medical decisions. The eval has to start someplace. Think of it as a first step in the process. As it moves along, more qualified people will be involved. Maxim provides medical services and personnel nationwide.

This is "most" of VA employees.  Jr. Raters, Senior Raters, etc.etc. dont often have college degrees, yet many of these read our records.  They order c and p exams, they evaluate whether our claim is "ready to rate", do triage, and even VARO level appeals, such as HLR or SCL, often without a degree.  

    "When" you get VA benefits, you have to let dozens and dozens of VA employees know more about you than your mother knows.  "If" we dont like this, we dont have to apply or accept VA benefits.  I agree giving up our privacy to dozens of strangers who read our file is unnerving, but I also know without our medical records and cfile the chance of getting benefits is zero.  

    The VA doesnt assign our case to a single VA employee.  Many, many employees read it and do a little bit, then its off to another employee.  

     We dont have to like it, but we do have to comply or forfeit our benefints.  Some people do just that..forfeit their benefits..by never applying.  VA likes it that way.
