So I am going through the same thing only my dentures I can't use at all. You need to be forewarned that if you are diabetic that they will require you A1C to be below 7.0 or better.

(I AM NOT A RATER- I work the claims BEFORE they are rated, annotating medical evidence in your records, VA and Legal documents,  and DA/DD forms- basically a paralegal/vso/etc except that I also evaluate your records based on Caluza and try to justify and schedule the exams that you go to based on whether or not your records have enough in them to warrant those)

I understand it has to go through some kind of "dental board". I'm asking if anyone knows the process and what to expect, and what to do if the board says no. Ty

I will trade you 8.4 last week. Yes there is some kind of board with the head dentist and other's that has to approved you at the local VA Hospital for implants. I would be interested in knowing what they tell you. about yours. I have a real bad gage reflex that doesn't allow me to where dentures. I have upper's that I cant use and that was as far as I got. And they do not do implants at a community care dentist at least not in AL.

Implants are good if you have a top notch dentist doing them.  You will be in the dentist's chair for a while.  There is a lot of surgery involved.   I have had three implants but not from the VA.  My experience with VA dental is pretty bad.  How about a bridge instead?
