There isn't. A "reconsideration" at the DRO level is still a NOD. You file your NOD and then indicate that you want it looked at at the DRO level (local) rather than the BVA level. If you are shot down at that point you can still file your full form 9 to the BVA.

There is a major difference between a NOD and a Reconsideration. A NOD is when a veteran files a Notice of Disagreement with a decision that was made on a claim they filed. A Reconsideration is a veteran asking VA to reconsider their claim but they agree with VA decision but have new evidence, it is Not a Notice of Disagreement. A NOD is the beginning stage of filing an appeal a request for reconsideration is not.

Doesn't a NOD go to BVA and a DRO stays regional?

If a veteran files a request for reconsideration at the VARO level a DRO can approve or deny it but it goes no further. If a veteran files a NOD at the VARO level it first goes to the DRO/Rating/Adjudication and it can be approved or denied, if denied they would receive a SOC and must file a VA form 9 then it goes to BVA when it is certified
