You can call 800-827-1000 and ask them about the retro, I don't know if they will be able to answer your question or not, but that's the best place to start I think. It is better for you to say who you want to manage your money as opposed to the VA appointing one of their cronies. If you can demonstrate that you are responsible you should appeal the decision of incompetency and show how you can manage on your own.
