Without the complete sentence as it appears on va.gov or ebennies there is no other context to comment on. A lot of veterans automatically assume it means they were approved, but from experience that is not a 100% true belief. If your case is approved and you are happy you can relax. If it is denied there are avenues of appeal that you can use. Do not give up on a first time denial.
