In general this is just a status update created when your file moves from one stage to another. Without the complete sentence as it appears on va.gov or ebennies there is no other context to comment on.

A lot of veterans automatically assume it means they were approved, but from experience that is not a 100% true belief.

At this point, and I really hate to say this to any veteran, you have to hurry up and wait.

Unfortunately ebenefits is sometimes vague and sometimes unreliable.  As GeekySquid points out the VA is a waiting game.  If your case is approved and you are happy you can relax.  If it is denied there are avenues of appeal that you can use.  Do not give up on a first time denial.
