IF ebenefits says 'letter mailed' then has the "...if you disagree w/our decision, here's what you can do..." does that mean the decision result is a denial? Or is this their common rubber stamp kind of thing they put all ebenefits before you receive the letter?

I think it’s a rubber stamp statement. You can look at you letters or disabilities list on ebenefits to see if anything has changed.

It could go either way  they put that statement on every decision letter  win or lose.  you can disagree with them if you win or lose.  your choice

Just read your decision letter closely check out everything ,   especially the EED (EARLY EFFECTIVE DATE) and make sure the rating is the correct rating if you do win &.CHECK THE RATING CRITERIA FOR YOUR S.C. CONDITION/DISABILITY 

   if your denied  read their reasons and bases  on ''What We Decided''very carefully. and Appeal within one year of the decision.

It’s legally required language regardless of the decision.

A standard statement but what most veterans overlook is they can appeal a granted increase claim for disagreement in effective date and or rating percentage.
