Could be several reasons; your back pay may still have something held up due to some financial action previously ex. overpayment or underpayment. Contact askva.gov or call "Peggy" at 800-827-1000 and ask for an audit. It can take a pay period or two for the dust to settle sometimes.

I agree with GB Army.  We really can not tell from the information you posted above, all by itself.  Its rather an "odd" amount of discrepency..$28.57.

    I do know VA "takes" money from your tax return "if" you owe them back copay's deductables on meds.  

    When I got my 100 percent, I went down to "means office", brought a copy of my decision letter, and they refunded hundreds of dollars that they had taken for copays on prescriptions.  (You dont pay copays/deductables when you are 100 percent).  I suggest you do just that..if you have been paying copays.

Great points. I'll be taking my summary letter to the means office tomorrow.
