I have a "premium" ebenefits account, and can do this. (I dont know if you can print a COE, from a non premium account or not). To get a "premium" ebenefits account, I had to do an "in person" authentication, where I went to the VAMC, and they looked at my id card and sent me an email "key code" to get the premium account. As I said, Im not all that sure exactly what the premium account does, but I have one. I think its still the same way now, but dont hold me to that.
