"You should understand that VA physicians opinions are not official decisions regarding whether or not you will receive additional VA benefits". NOT OFFICIAL?????? The VARO raters (and BVA or CAVC) consume the physician's evaluation and actually determine if benefits should be awarded according to laws and regulations (at least we hope they do).
