Strange Statement On C&p Appointment Letter

Question

Just noticed this on my latest C&P letter.

"You should understand that VA physicians opinions are not official decisions regarding whether or not you will receive additional VA benefits".

NOT OFFICIAL??????

Physicians provide evaluation and can opine about whether or not a condition is due to military service.

The VARO raters (and BVA or CAVC) consume the physician's evaluation and actually determine if benefits should be awarded according to laws and regulations (at least we hope they do).

True, if rater does not like the c&p opinion, can ignore it and request another exam, DEVELOP TO DENY is what this is called. Is it legal? No, but we vets are facing a beaucratic nightmare in trying to get our claims fairly rated, just does not happen.
