It will depend on the effective date he was awarded the 100%.  Even though he was granted it after his death the date could still be 10years ago.

Most high blood pressure is controlled by medicine. I deal with veterans everyday with it dating back to the 60s and 70s and I guarantee they are not long dead.

Once a claim is ready for decision, it typically takes 1-3 months before the decision letter is generated from what I am seeing lately.

You will not go through a military facility for your exams.  Most are conducted by third party contractors and in a rate occasion maybe a VA clinic.  Your VSO should have explained the process, timeline, and expectations in detail before you left their office.

This is a horrible take on the process for multiple reasons.  They VA does not go through the file sent from St. Louis to remove pages of medical documents.  The VA is not an opponent.

However, the medical records place at your duty station "does not have a dog in the fight".  That means if you have evidence of service connection in your file, it wont cost that medical center a penny to send you your records.  

     But, with VA, if they retrieve your records, remember there is a financial incentive for VA to lose/destroy/misfile your key medical evidence, because that is an easy denial saving VA many years of payments to Veterans.  

     In the "real world" it never happens when you put your opponent at law in charge of your records.  Why that is just silly.  The Va gets away with it by alleging they are a "pro claimant" system, while we know that is often  just not true.

You can have a VSO with VBMS look into your record and see what the exams are for. I know where I am that the VA hospital does not do C&P exams anymore as that takes treatment time away from patients.

Your VSO can check in VBMS and then look to see the next suspense date which will let you know what they are working on and when it will be addressed.  Your VSO can also call the VSO hotline to ask them to move it forward if it is stuck or file a 4138 stating it is not being worked on and for them to assign it to someone to address the reason for stagnation.

The VA is working to clear the legacy appeals out of the system this year.  As of the last report, I saw there were not going to make it but the majority of judges are working legacy vs AMA.

[Additional Evidence]

Make sure to read the evidence used section on your decision letter to ensure that they did review the new information when making their decision.  If they did not then it is an easy appeal.

Not True.  The majority of examiners are honest and upfront. It is this kind of BS that has Veterans anxious and panicked about appointments. Each exam is different and if this one went well leave it be. The veteran was prepared and the examiner was accommodating why stir the pot with the sky is falling one time a band camp stories.  Not helping vets with this type of messaging.

Yes he can file. however dental is difficult but SC dental issues (not just cavities) will allow for VA dental when he is out of service.
