Anyone heard about the new prescription co-pay?

On Feb 27th 2017 a new regulations is suppose to come out that no matter what your S.C. if you quaiffy the meds for that S.C. Condition will not be charged a co-pay, like it is now, but if your PCP orders you meds that is not S.C. for your condition you will charged a co-pay no matter what your Rating is.
Anybody heard of this new Regulation?
