Rapid Appeals Modernization Program (RAMP)
What is RAMP? Launched in November 2017, the Rapid Appeals Modernization Program (RAMP) provides Veterans the opportunity to use the new review process in the Veterans Appeals Improvement and Modernization Act of 2017. The Act, otherwise known as the Appeals Modernization Act, was signed into law on Aug. 23, 2017. RAMP aims to provide eligible Veterans with resolution to their appealed claims as early as possible. RAMP DEVELOPMENT
I originally filed my claim 24 August 2014 and the denial came about 15 Sept. 2015. I filed a NOD right away contesting the results. In march of 2018 I got a notice to opt in the the new RAMP program which I did without hesitation. I figured why not i have already been waiting this long and what else could happen. Ill be the guinea pig to see how this works. I have nothing to loose. So a week ago I got a Call from V.E.S. scheduling a new C&P Exam for next week on a Saturday. Ramp Process is really Screwed up
This morning I checked ebenfits and it stated that my claims were in the Notification Preparation stage #6 This evening I checked and it indicates the claims were submitted on 28 Dec 2018 and are now in the Gathering Evidence stage #3 I monitored the claims status since May when I opted into Ramp.. it had been saying decision by 14 Jan 2019 Now it says decision between May and July 2019 I knew from the moment I opted into Ramp, that things were not going to be any faster in fact initially I did not opt for ramp and advised against anyone going into something blind, that we have no way of know how this was going to work well now we Know... its just as…

RAMP questions
I will start, with some general information about RAMP. You may, or may not get a letter from VA asking you to opt in to RAMP. You can still opt in anyway, by completing this form: https://benefits.va.gov/BENEFITS/docs/appeals-RAMP-Opt-in-form.pdf and sending it to the address on the form. Currently, you have to make a choice: 1. Higher level review. Use this option if you dont have new evidence, but think the decision maker erred on your claim. 2. Supplemental claim lane. Using Ramp wisely, axe the higher level review.
As most of you know, when you opt into RAMP, you have to choose either a Higher level Review, or Supplemental Claim option. IF UNSURE, OPT FOR THE "SUPPLEMENTAL CLAIM" lane, and not HIGHER LEVEL REVIEW: Here is why: 1. Unless you have a "fresh" copy of your cfile, you dont really know whats in there. You may have gotten one 8 years ago, and "assume" that all that stuff is there, plus the new stuff. Big mistake. This presumes there is "no disconnect" at VA..that everything VA receives on you goes into your file and stays there forever, and nothing "ever" gets lost, or accidently gets put in another Vets file. Ramp new regulations posted.
According to CCK law, the VA has posted some new Ramp Regulations, at least some of these were new to me: https://cck-law.com/news/what-veterans-should-know-about-vas-proposed-appeals-reform-regulations/ According to this article, a Veteran "can" change which lane he is appealing, supplemental or higher level review. Also, there are now 3 types of Board decisions: Direct Docket. The Direct Docket, as VA refers to it in the proposed regulation, will be for veterans who do not want to submit additional evidence to the Board, and do not want a hearing before a Veterans Law Judge. Aug 2015- denied claim for numerous contentions July 2016- notice of disagreement to start appeal against denied contentions Feb 2018- offered Ramp entry June 1st 2018- opted into Ramp Jun-Aug 2018- gathering evidence phase August 31 2018- prep for decision phase Atlanta Georgia is handling my Ramp claim Estimated completion dates according to ebenifits is Oct 10th- Dec 3rd 2018. How/when to get your claim expidited. (hurried up)
Other than opting in to RAMP, here are some things you can do to get your claim expidited. https://www.hillandponton.com/expediting-claim-need-to-know/ Among other things, if you are homeless, terminally ill, or a former POW, you should be able to get your claim advanced.

BVA RAMP Form 21-4138 Auto Forwarded to Janesville WI
I just filed my first appeal with the VA via RAMP. I faxed in the form and then mailed in the form with all my supporting evidence. I used the address on the form for the BVA, which is: BOARD OF VETERANS' APPEALS P.O. BOX 27063 WASHINGTON DC 20038 FAX: 202-495-6803 I sent it via USPS Priority Mail (paid $6.70), last Thursday 10/4/2018 knowing it would be there by Saturday 10/6/2018 (I live approximately 2 1/2 hours south of DC). I am the type who likes to watch the progress of packages I send, I noticed on Tuesday it still showed to be at the post office in DC. Anyone had this problem
On 9 July I opted to have my appeals taken care of under the new ramp system. I decided at my age it might be a good idea to get things done as soon as possible. So did anyone know that when you opt into r ramp, the va closes all your claims on the date you opt in. I didn't know that and when I checked benefits I found this out... so in the meantime va is testing a new website called VA.gov. I went on va.gov and found that according to VA.gov my claims were decided on 9 Oct, and it says: " We finished you claim on 9 Oct 2018.
