Today the 18th of March 2010 the RVN Veterans are still on a long trip of 40 years trying to get the the three new Presumptive published on the Federal registary.... But, the VA has failed as of this date to even publish Proposed Rules.... the VA announced the addition of the three new AO claims on 13 Oct 2009.. still no proposed rules published.. that is over 5 months and nothing done. I have finally got the answer to all... With the VA announcing and Publishing proposed new rules for the GULF wars for Presumptive diseases (nine new diseases) in one day, I figured out why the VA did what they did in NO days ... no wait for the Proposed to suddenly appear.... they are there http://www.regulations.gov/search/Regs/home.html#home All the Vietnam Vets were caught standing behind the door, the VA could not find us and so they wrote proposed rules for the GULF War presumptive instead and figured if .. the RVN vets were serious that they would be more active in getting what is due them, gee 40 years and still waiting...

MET and EF measure the blood flow of your heart. usually, I have been told one has to have some damage to the heart and some restriction of blood flow to the heart..... You may wish to use that thing called " GOGGLE " to research the term of IHD . I did on the announcement of the three new AO Claims... this lead me to use google....... I found out that it looked like I had this type of situation..... No one had ever used these exact words. probably because ... the Dr.'s knew we lay people have no clue to medical terms.... Goggle is your friend use it

Being one of many that have filed the AO claim, I await a decision that I had originally figured to be.... July 2010 Now I am thinking more like May 2011 for first silly decisions. Silly as in, did they read the reports, claims, or did the RO actually know how to rate the claims ? I suspect they will low ball me, because they did not notice one particular thing in my medical file that is listed 100 times, or more, and 5 times in the C&P exam that ought to get me 100% awaard.... I see the future and it is laughable, and predictable in VA speak

Here we are, no Proposed rules on federal registry. Anyone surprised ? Will that lauded legal battle start soon, or is that a suspect artifact of all this ? I hope not/ to be silent means you are part of the problem Good luck to us that have AO IHD claims.....

VA is real good at not following the federal laws they are required to follow.... does anyone think the VA will change when the people that fail to act are never punished. No punishment for the law breakers...... they now this....... the VA will continue till they, the VA bosses, have a interest in retaining their job, retirement.

If the veteran with AO IHD claim, it might be interesting to know a couple of things. Remember, the VA may decide to change the rules at anytime, and use different scales and even change the Federal registary if they indeed post the new AO proposed rules. 1. a vet with a ICD cannot be made to have certain EF tests. The regulation forbids the use of many of the invasive and dangerous tests. 2. If the veteran has a ICD, the federal regulations for IHD for service connection grant the veteran 100% (AO IHD maybe different, who knows for sure..) will the VA get off it's butt and publish the proposed rules today is the dealind may groups have set. **
