That in a nutshell is Legal Precedent. A VSO can argue an issue but they are also intertwined into the cannot practice law factor. Once a claim gets to the BVA or Court it gets certified and all the evidence is reviewed. Certification is Key. This is where they see stuff. That is also the reason for so many darn remands as the BVA and Court often (way too often) find errors on behalf of your local friendly (not) Regional Office. I wish the CVAC or BVA had an arm to issue decisions. It would be so much better. As for budget, they can pull money from the ROs budget that made the mistake. That is the inside avenue of good quality assurance. If this would happen a few times then the Regional Office would be self forced to improve. J A Veteran is a person who served this country. Treat them with respect. A Disabled Veteran is a person who served this country and bears the scars of that service regardless of when or where they served. Treat them with the upmost respect. I do. Rejection is not a sign of failure. Failure is not an option, Medical opinions and evidence wins claims.
