If you submit a form 9 before a SOC is issued, then its not considered a Form 9 but it is considered a NOD? Is this true?

Cue Reconsideration
Is is possible to ask the VARO to reconsider a denial on a CUE claim. I understand that a CUE is treated as a new claim not a reopened claim. Would it be better to just NOD the denial of the CUE and go to the BVA? Do you have to have new evidence to ask for a reconsideration of a CUE? My CUE was at the RO level. It was denied. I want to know what to do next.

Down And Out
I served in the USAF from 82-92. After returning from Desert Storm I started having issues with arrhythmia and was hospitalized. I was in the service during my first episode and my service medical records records the condition. I had not previously encountered the condition that I now take medications for, and will do so for life. The condition has gradualy gotten worse over the years with extended stays in the hospital from time to time. I filed a claim in 94 for disability and was denied based on non-sc. Bilateral Factor
How are the percentages calculated for bilateral injuries? I have read about it under 38CFR. However, it just isn't clicking. If I had 20% for my right shoulder and 20% for the left shoulder is 10% added to that? VA math is confusing.

Prostate Cancer 100%
I am a VietNam Vet. I had my prostate removed last June(2006). I filed a claim received & 100%. Effective Date Aug 1, 2006. I know they will only cover 100% for 6 months folowing the removal of my prostate. I was supposed to be re-examinated. The letter said I will be contacted in January 07. I called the 800 # 3 times since Jan and they said someone will contact you about the re-examination.I have not been contacted. My questions: Should I sit back and do nothing? Will I have to pay back the money for any over the 6 months? What should I do? Thanks for any HELP Bob

ptsd Increased Compensation
My Brother had an appeal yesterday for increased PTSD percentage. They said if he had the DR. fill out a form they would be willing to increase his PTSD from 50% to 70% Paper work needs to be in this week. Question: At age 59 He had to retire due to Medical; HE his now 66 and last year lost his life insurance, so he started to work for his Nephew driving a pick up truck part time Before he got any compensation from VA, and he knew nothing about TDU. Cue During An Appeal
Can I file a CUE claim and still work on my appeal at AMC? I reopened a claim that was denied in 1973 and was not appealed. That claim has some CUE issues. This claim is at AMC. Can I work on getting this appeal settled and have a CUE on the same claim. This gentleman submitted a post on this subject.
