This story was sent to me by another woman veteran....disturbs me greatly that a woman, with that much "power" in the Pentagon would say something like this, and it was obviously covered up, well not anymore! I've also passed this along to Jim Strickland and asked him to make it public in his special way!!

Time to send Ms Whitely some correspondence, don't you think?..........

25% increase in sex assault in combat zones: 'Wait until she's sober,' says Pentagon watchdog

The Pentagon is launching a sex assault prevention camapign which advises soldies to "ask her when she's sober."

WASHINGTON - It didn't get the attention of President Obama's recent Special Olympics. gaffe, but a "wait until she's sober" crack by the military's top sex crimes watchdog was more offensive, one New York lawmaker says.

"This woman is not in the right line of work," Rep. Louise Slaughter (D-Rochester) said of the statement last week by Dr. Kaye Whitley, director of the Pentagon's Sexual Assault Prevention and Response Office.

Whitley's bizarre quote came as she released the military's annual report on sex assault, which showed a 25% increase in combat zones, including 22 cases in Afghanistan and 143 in Iraq.

In pitching "bystander intervention" to curb attacks and harassment, Whitley gave this example: "If you see one of your buddies serve drinks to somebody to get them drunk, maybe what you do is step in and say 'Why don't you wait until she's sober?'"

Slaughter was aghast. "I was really shocked anyone would say a thing like that," she said.

In effect, Whitley was telling the troops to "go after her when she's sober - that says she's fair game," added Slaughter, who sponsored the legislation that required the military to report annually on sex assaults and its efforts to curb them.

In a written response to The News, Whitley said Slaughter did not "hear the statement in the context of the overall prevention strategy of the Department."

The statement came from a poster in a military marketing campaign called "Our Strength is for Defending" that is aimed at prevention, Whitley said.

The poster reads: "My Strength is for Defending, so when I saw that she was drunk, I told him, 'Ask her when she's sober.' Preventing sexual assault is part of my duty."

Whitley's annual report showed that the number of sex assaults in the 1.4 million-member active-duty military increased 8% to 2,908 in the year ending in September 2008.

Whitley noted that only about 20% of the attacks are reported because of "the fear and stigma associated with the crime."

Just 38% of the cases that were reported eventually were referred to a court martial, she said.

"This is one of the problems," said Rachel Natelson, a lawyer at the Veterans and Servicemembers Project of the Urban Justice Center in Manhattan. "It's a lack of consequences. People think they can act with impunity."

No I think I know what he means, little strange to put it that way but I get it and I'd be willing to bet it has happen, maybe the shame, maybe the blow off or the awkwardness the next day if feels like rape. But one thing is for sure when the NO bomb is dropped it doesn't matter drunk or sober its over then maybe you pursue than its stalking, lol that's when you know no meant no get the hell away from me...I remember watching those sexual harassment tape were kinda funny because it was always the obvious signs but buddy they aint funny no more they are taking it to a new level....not to offend anyone or the ladies here just saying my thoughts but I was always raised that no was the end of it but you know there's always some dumb ass or criminal that just don't want to lesten but you wont be able to eradicate them all but they are trying and keeping the gals informed and the guys protected so this kinda protects them both ways as weird as the way there doing the educating these days..........Yog...

Guys and Gals,

my whole thing is there is an attempt to protect the young dumb and full of combat boots kid who as I have experienced, goes out with this one or that one, has consensual sex who even the room mate on the other side of the room can attest that she said yes, and she never said no, and he didnt do any pushing, or any violance etc. Well that Soldier was sentanced to 10 years at Leavenworth. That is my point, there is a difference, and not all rapists are the status quo type. Some are dumb, never get told no, and are still rapists due to the fact she was drunk. Did she in turn rape him cause he was drunk too????? I am all about punishing the criminals, but like I said, sometimes the crime doesnt fit the punishment. In the case I am refering to, that kid gets out of jail in 5 more years, will be a 28 year old felon with no future ahead of him cause a girl who told all her friends when she was sober, she was gonna do this and that to him did what she said she wanted to when she was drunk and since he was a christian and had problems with premarital sex, she yelled rape. A little different to the common clear case where there is a 100% victim and 100% criminal.

so if I offended anyone that actually has been that victim than I apoligize very sincerely as I see why I need to. BUT to the others on their soap boxes, just makes sure you dont fall off it B)

my point is this is a friendly website, nothing anyone on here says is ever meant to be taken as an insult, so people need to stop taking an innocent statement and getting their panties/briefs in an uproar.

is the next topic about canned fruit gonna cause a controversy cause I open the can from the bottom cause my grandma told me to do it that way?????

I love all members( in a plutonic way LOL, have received tons of help and am sorry if I caused drama, this is the same as race and politics,

people arent mature enough to talk about it and have a decent discussion without uproar.(even me)
