Question
USACID
All, today I received a brown envelope from the VA. I thought perhaps that it was the approval of my PTSD claim. It was not. In it was an additional VCAA letter stating that they needed additional information for my additional claims of Hypertension, Migraines and Sinus Problems.
Now here is the kicker. Apparently when I left the army I filed for VA comp for a Deviated septum. I had completely forgotten this until I received it today. The wording of this letter says in part, "You were previously denied service connection because the evidence did not show a relationship between the disability which occurrred in service and the current condition.
Since that time, I have had five surgeries to correct the damage, all to no avail. In fact, I was in the hopsital this weekend for uncontrollable bleading from the sinus. They had to use Thrombin, a cement like compound to seal the sinus and stop the bleeding. In my original claim for PTSD, I provided all medical records including all operative notes from the EENT and all my ER admissions for Migraines with meds. I also submitted at that time the hospital notes which consistently showed the hypertension *160/115 or worse.
My question is, do I need to resubmit all these medical records again?
What might be considered a SC for hypertension? The PTSD? Migraines?
Also, does the statment in bold above mean that the VA is conceding the disability occurred in service?
Since at the time I made the original claim for Deviated Septum, there was no VCAA do I have the right to suggest this in my letter response suggesting an earlier date for compensation?
Thank you.
