Question
Cm Burns
Does a claim have to go all the way to the BVA before the lay evidence can be used to rule on a case of PTSD due to MST. I am asking because a lot of the research i get when I google about this comes from BVA Cases. I am just basically trying to see if my claim can be approved the regular way with the same evidence the BVA uses.
Thnx
