Update Awards For Dd 214

Question

Hi everybody,

how do I update awards received after being discharged that were not on the original DD 214? I was Navy.

I believe I saw something regarding a DD 215 but do not know how to go about it.

I received awards that would greatly help my recent PTSD claim.

Any help is much appreciated.

Hello all,

well I followed the advice of all the good members here & submitted the DD Form 149 on April 6,filled it out & followed the instructions & mailed the completed application to the appropriate address(Board of Correction of Naval Records in DC)that was on the 2nd pg.of the form.

Received a response today from the Board and it states:

This is in reference to your Application DD Form 149 requesting an administrative correction to your record.

The Board of Correction of Naval Records does not entertain requests to make administrative correction to records and/or documents. Therefore, your request has been forwarded to the National Personnel Records Center,PERS-312B for appropriate action. You will be notified by the NPRC upon final determination of your request. All future correspondence concerning your request should be directed to the NPRC,Military Personnel Records,PERS-312B,9700 Page Avenue, St Louis MO.

In view of the above, no further action by this Board will be taken on your request.

OK,my question is am I getting the runaround here?

I went to the Boards website and reviewed all the info & it seemed to me that I was definetly in the right place to get my DD214 updated,along with all the feedback from members here.

If the Board for Correction of Naval Records does not entertain requests to make administrative correction to records and/or documents,then exactly what does it do? Why have a Board?

Am I wrong here? Should I await a reply from NPRC? I feel like I will not get an updated DD215 which I need for my claim that is being processed. Maybe I am just jaded?

Any feedback would be appreciated,

I know when I had to request a correction for my DD214, I had to use a DD form 149 and it went to ARPENCEN which is NPRC now. My DD 215 states that it was singed by someone at the ARPENCEN center so it looks like you are going in the right direction.

There are two major items that a DD215 is issued for.

The most common is correction of awards. Many Vietnam era vets were outprocessed without a complete record of awards.

Some awards were retroactive, others had not caught up with the veteran. NPRC in St.Louis takes care of this.

The next really important item has to do with upgrading a discharge to honorable, in order to be eligible for benefits.

The "Board of Correction of Naval Records in DC" is the Navy entity that is responsible for this.

Unfortunately, the instructions etc. for the 149 form are not exactly clear in this area.

I know when I had to request a correction for my DD214, I had to use a DD form 149 and it went to ARPENCEN which is NPRC now. My DD 215 states that it was singed by someone at the ARPENCEN center so it looks like you are going in the right direction.

Np, when I had to fill out the DD form 149 many years ago it was to correct my awards, so I guess it was simple and easy for me.

If you are asking for money as in the form of a pension you will find the BCMR to be jerks of the highest order. If you are really asking for something substantial you need a lawyer. They treated me very badly when I asked that my regular discharge be changed to medical. They showed distain because I did not have a lawyer. They immediately fell back on 15 year rule.

Pete & Chuck,thanks for the tips & words of encouragement.

Chuck, you basically shed some light & made me understand a bit better what BCNR & NPRC does. I am looking for the most common correction of awards,my CAR was awarded after I was discharged and obviously not listed on my 214 when discharged.From your post this is what NPRC does.

As I understand it now, the BCNR does upgrades to honorable discharges in order to be eligible for benefits, which I am not looking for since I have an Honorable.

Guess I misunderstood & barked up the wrong tree!

Like you said in your post, the instructions for the 149 form are not exactly clear, which is why I followed the instructions & mailed it to BCNR.

My next question is: Should I trust the BCNR word that they forwarded my request to NPRC St.Louis for further action or should I go ahead & submit another 149 to the NPRC myself for action to CYA? Time is counting off as my claim is already in the pipeline,haven't had my C&P exam yet.

Any replies is much appreciated,

    • I met with a VSO today at my VA Hospital who was very knowledgeable and very helpful.  We decided I should submit a few new claims which we did.  He told me that he didn't need copies of my military records that showed my sick call notations related to any of the claims.  He said that the VA now has entire military medical record on file and would find the record(s) in their own file.  It seemed odd to me as my service dates back to  1981 and spans 34 years through my retirement in 2015.  It sure seemed to make more sense for me to give him copies of my military medical record pages that document the injuries as I'd already had them with me.  He didn't want my copies.  Anyone have any information on this.  Much thanks in advance.

      Current Diagnosis.   (No diagnosis, no Service Connection.)

      In-Service Event or Aggravation.
      Nexus (link- cause and effect- connection) or Doctor’s Statement close to: “The Veteran’s (current diagnosis) is at least as likely due to x Event in military service”

    • VA has gotten away with (mis) interpreting their  ambigious, , vague regulations, then enforcing them willy nilly never in Veterans favor.  

      They justify all this to congress by calling themselves a "pro claimant Veteran friendly organization" who grants the benefit of the doubt to Veterans.  

      This is not true, 

      Proof:  

          About 80-90 percent of Veterans are initially denied by VA, pushing us into a massive backlog of appeals, or worse, sending impoverished Veterans "to the homeless streets" because  when they cant work, they can not keep their home.  I was one of those Veterans who they denied for a bogus reason:  "Its been too long since military service".  This is bogus because its not one of the criteria for service connection, but simply made up by VA.  And, I was a homeless Vet, albeit a short time,  mostly due to the kindness of strangers and friends. 

          Hadit would not be necessary if, indeed, VA gave Veterans the benefit of the doubt, and processed our claims efficiently and paid us promptly.  The VA is broken. 

          A huge percentage (nearly 100 percent) of Veterans who do get 100 percent, do so only after lengthy appeals.  I have answered questions for thousands of Veterans, and can only name ONE person who got their benefits correct on the first Regional Office decision.  All of the rest of us pretty much had lengthy frustrating appeals, mostly having to appeal multiple multiple times like I did. 

          I wish I know how VA gets away with lying to congress about how "VA is a claimant friendly system, where the Veteran is given the benefit of the doubt".   Then how come so many Veterans are homeless, and how come 22 Veterans take their life each day?  Va likes to blame the Veterans, not their system.
