Veterans Benefits Management System (Vbms)

Question

Does anyone know how this works.

Perhaps Veldrina could enlighten me- see my prior posts and IRIS response where they mentioned VBMS.

I myself who work for the va hates the union, but you do realize that most if the union is veteran employees and it would take an act of congress to let a veteran employee go. Believe you and me when I say that some should go, but the mgrs hands are tied. They have to dot their i's and cross their t's. They have even gotten to the point that they are retraining some so they can say hey we gave you every chance but you still can't hack it. I get my work done and am up to date on my claims (work about 10-20 claims a day with 98% or greater quality) and am given to other peoples digits (each employee gets digits/a group of last two digits if Ssn to work example last four 7625 any veterans digit ending in 25 would be my digit. I have to do their work because of union and they are a veteran who the powers that be have to tread lightly.

That is the purpose of the electronic system. Ebenefits is uploaded into vbms. Paper wise there is about an 18 day lapse between received and scan (or view through vbms). Ebenefits should be viewable because it is electronic. The problem going on right now is how long it takes from scan to view. There is a banner telling us that it (something, I say something because the contractors are horrible at labeling what was received) was received but we have to wait til it shows up in vbms.

Ebenefits is supposed to be straight to since electronic but we receive a new "push" to fix something I the system to make it easier but normally f's it up because something isn't compatible with the va electronic security system. It is a cluster something or rather right now. In the mean time is lowly vsrs are required to keep the same point production standards and quality as we did with the legacy (prior) system. Nothing like working with one hand ties behind our back. Us grunts really do try to do right by you guys because most of us are vets too, but we are hemmed up by the powers that be. sorry to hear this, thought I was doing the right thing by using eBenefis to upload my claim documentation. Well at least kept copies of everything I submitted as all of the documents had to be converted to .jpeg and downsized to meet the 5 mg upload limit. May have to just print and mail to RO.

If you send the paperwork to RO , the first thing they will go is send it to scanning contractors. Ebenefits was right just some dummy didn't see it or there was a lapse in system updates. Example, updating poa is done in the vbms program but may not show up til next day as system had to refresh.

Right now we have at least three systems open to make sure all paperwork is available: legacy system, vbms, and a program called virtual va. Them we also have Capri (vamc uplink) to upload medical records and put exams in. These are to name a few.

The problem I experienced is that the rating official did not use any of the VBMS data that was available to reach a decision in my claim. Only data that was used was in my initial claim that was sent certified mail in 2012. I noticed this probblem in July 2013, and sent 2 certified letters to VA and still nothing done. The narrative that got with my denial only mentioned the 2012 documentation. What a crock! The bottom line is more delays, which seems to be VA objective.

So is the VBA in process of transferring all the paper C-Files into electronic files? I can see this will be a mess since half of the files are illegible. My C-File is just a mess.

      Frost v. Shulkin (2017)
      This case established that for secondary service connection claims, the primary service-connected disability does not need to be service-connected or diagnosed at the time the secondary condition is incurred 1.       The Federal Circuit ruled that pain alone, without an accompanying diagnosed condition, can constitute a disability for VA compensation purposes if it results in functional impairment 1. This overturned previous precedent that required an underlying pathology for pain to be considered a disability.

      Effective Dates

      Martinez v. McDonough (2023)
      This case dealt with the denial of an earlier effective date for a total disability rating based on individual unemployability (TDIU) 2. It addressed issues around the validity of appeal withdrawals and the consideration of cognitive impairment in such decisions.

    • I met with a VSO today at my VA Hospital who was very knowledgeable and very helpful.  We decided I should submit a few new claims which we did.  He told me that he didn't need copies of my military records that showed my sick call notations related to any of the claims.  He said that the VA now has entire military medical record on file and would find the record(s) in their own file.  It seemed odd to me as my service dates back to  1981 and spans 34 years through my retirement in 2015.  It sure seemed to make more sense for me to give him copies of my military medical record pages that document the injuries as I'd already had them with me.  He didn't want my copies.  Anyone have any information on this.  Much thanks in advance.

      Nexus (link- cause and effect- connection) or Doctor’s Statement close to: “The Veteran’s (current diagnosis) is at least as likely due to x Event in military service”

      They justify all this to congress by calling themselves a "pro claimant Veteran friendly organization" who grants the benefit of the doubt to Veterans.  

      This is not true, 

      Proof:  

          About 80-90 percent of Veterans are initially denied by VA, pushing us into a massive backlog of appeals, or worse, sending impoverished Veterans "to the homeless streets" because  when they cant work, they can not keep their home.  I was one of those Veterans who they denied for a bogus reason:  "Its been too long since military service".  This is bogus because its not one of the criteria for service connection, but simply made up by VA.  And, I was a homeless Vet, albeit a short time,  mostly due to the kindness of strangers and friends. 

          Hadit would not be necessary if, indeed, VA gave Veterans the benefit of the doubt, and processed our claims efficiently and paid us promptly.  The VA is broken. 

          A huge percentage (nearly 100 percent) of Veterans who do get 100 percent, do so only after lengthy appeals.  I have answered questions for thousands of Veterans, and can only name ONE person who got their benefits correct on the first Regional Office decision.  All of the rest of us pretty much had lengthy frustrating appeals, mostly having to appeal multiple multiple times like I did. 

          I wish I know how VA gets away with lying to congress about how "VA is a claimant friendly system, where the Veteran is given the benefit of the doubt".   Then how come so many Veterans are homeless, and how come 22 Veterans take their life each day?  Va likes to blame the Veterans, not their system.
